Consider the following: --Orcs managed to capture both Merry and Pippin --Orcs captured Frodo in Mordor --Orcs nearly killed the ring-bearer in the mines of Moria --In this same fight, they managed to fight their way past Boromir, Aragorn (and Gandalf!) to attack Frodo --Later, they kill Boromir, foremost warrior of Gondor, and the only man who can stand up to the Captain of the Nazgul. --Orcs caught Gollum--twice! --Orcs killed Isildur son of Elendil, nearly recapturing the Ring in the process --In the "Hobbit," Orcs (goblins) caught Bilbo, the dwarves--and Gandalf! --Later in the same book, they nearly roast Bilbo, the dwarves (and Gandalf!) alive --Orcs manage to put Gandalf's arm in a sling at the end of the "Hobbit." And he's an Angel! In contrast: --The Nazgul cannot catch Frodo and company in the Shire, despite their travelling unarmed and with little regard to their personal safety --They are literally washed away at the end of Book I --One gets shot out of the sky by an elf --The Captain of the Ringwraiths, one of the most powerful sorcerors in Middle-Earth, fails to notice Frodo sneaking *right by the gates* of Minas Morgul, his terrible stronghold! --This same Ringwraith is killed by a hobbit and a chick in chain mail. In conclusion, Sauron would have been much better off had he used more Orcs and left the Nazgul to doing the sweeping up around Barad-Dur!
